Could anyone tell me the exact time Basil sells the Elemental Hood Recipe? They say it's random and resets at midnight, but if anyone notices when it usually appears please feel free to tell it here. Thanks! =)

Basil carries different
Basil carries different recipes every time you visit him, whether its 20 minutes or 24 hours from your last visit. They are randomly generated... Tier 1 he has 1-2* recipes, Tier 2 he has 2-4* recipes, and Tier 3 he has 4-5* recipes.
If you want to get a specific recipe from him you either have to do Basil runs a lot until you find it, buy from another player (either directly or through the AH), or if you are in a decent guild put the word out that you're looking for (insert recipe) and that you'll mail the money to them to get it when they find it. Have done the last one several time with guild mates for 5* recipes.
It sounds like you're talking about the recipe merchant in town though (I think his name is Vatel). His recipes change at midnight Pacific time (3am Eastern, and I don't know the non-US time zones).

Yeah, Basil's the guy in the clockworks terminals, halfway through each dungeon tier. His stuff is reshuffled every time you see him. (Though if you buy a recipe from him and it pops up again on the same day, he'll still be "sold out" on that recipe.)
Vatel's the guy in Haven's Bazaar with 1* and 2* recipes, re-shuffled each day. Each player sees a different selection from Vatel, so if you have friends or guildmates, you can ask if they see it on hi--
...Wait. Elemental Hood. That's 3*. I was thinking of the Magic Hood.
That's Basil, not Vatel.
Yeah, it's random each time you meet him. Just run Tier 2 of the Clockworks, starting from Moorcroft Manor. (Sometimes he will refuse to sell you recipes if you join a dungeon run already in progress.)

Recipe sightings
I have seen (and purchased) Elemental Hood at Tier 2 Basil three times in the the past week. That's 3 out of 10 times. (30%)
(I used the first one and sold the other two at AH.)

Sorry not trying to be offensive but lol fail! You can get it in HoH - Hall of Heroes - The 3 Star certificate one for about 3.5-4kcr at archilus, the elemental defender's recipes. Lol, don't waste your time in the clock works. If you don't have the 3 star HoH level yet, I'll sell you a recipie

The HoH wasn't around when this thread was made.
You couldn't sell him recipes from the HoH anyway since they're bound.
