So lets say I have a gun that has ultra charge time reduction due to being level 5 or something, then I get the gunslinger hat. Will it be pointless or will these stats combine and make charging extremely fast?

The bonuses are meant to stack, as the Devs have stated, but it might not currently be implemented 100%. I remember reading a post by Nick (I think it was) stating that they did not currently stack properly, but are meant to do so and such a system will ultimately be in place. However, this was weeks ago, so I would not be surprised if they do stack by now.
As for the reset, to make things short and sweet: everything save accounts will be wiped, and all the CE you purchased with real money will be refunded on to the account it was purchased on plus a 25% bonus (10,000 CE becomes 12,500 CE).
Bonuses stack, though some of them like attack speed have a cap to prevent things from breaking. With enough attack speed you could endlessly interrupt monsters and attack faster than particle effects could keep up with animations. We prevent this by capping it.

So I take it the bug with it not stacking properly is fixed at this point?
Is there any UI element to indicate when you've reached your max (capped) attack speed? Given that each bonus item is really expensive to craft and (in the case of trinket slots) use, the existence of bonus caps is definitely something that should be communicated clearly to the user.
I'm also curious as to whether other bonuses, like charge time reduction or bonus damage, are similarly capped.
Along the lines of pauling's suggestion, I want to suggest an idea about the whole buff system:
When you have a buff that directly effects things like Attack Speed, Attack, or Defense, add an extra bar color to weapon stats so you can see how it is effected. Make it green or something like that. This way, the player can see if it's worth using Attack Speed Up: Low, or Damage Boost: Low, or any of the other buffs that are questionable in use. It will also help us see how effective they are when we are getting debuffed for being in easier areas. Does my Attack Bonus: Low work at all when I'm on Depth 1? How would I know? This would help in the entire area.
The charge speed does stack for the Gunslinger's Hat/Sash. It won't begin functioning until those armor pieces reach level 5. Compared to just the gun modifier, I would venture that you will charge up in about 2/3 of the time of someone without the Gunslinger gear.
They combine... probably. I can't confirm if different equipment have rules for combining but I used 2 Charge trinkets and 2 pieces of charge armour to use bombs really fast. So it's pretty likely the effects stack.
