Cutter is a 2* recipe, so you'll likely be able to find it at the traveling recipe merchant (Basil) in Tier 1, he shows up in the terminal, about halfway through. The selection is random though, so you might not see it on your first try. If all you want is the actual item to upgrade, you might save a tiny bit by just having someone who has already learned the recipe craft it for you, or just buy the item premade in Haven.
