I never paid much attention to these things, but I am curious as to what T3 missions have a first lvl with a fixed layout.
if most do have it, I would like to know which ones dont.

Operation Crimson Hammer
The King of Ashes
The Rotting Metropolis
Beyond the Axes of Evil
I think that's every Tier-3 mission with a fixed first floor, but I might have missed some. More of them have fixed final floors.
