That's how Basil works. You visit him, and he offers you a random selection of recipes. Sometimes the recipe that you want is there, and sometimes not. So you have to visit multiple times. That's why Basil-only recipes are valuable enough to resell on the Auction House. You might want to read the wiki page "Basil".
