t2 Basil should ALWAYS have some 4* recipes.
t3 Basil should ALWAYS have some 5* recipes.

When a person (such as myself) is on a run of bad basil luck, him not having 4/5* recipes in t2/t3 is just another way that we are nickled and dimed out of our CE. For example i have currently now had 5 straight basils in t2 with no 4* recipes and 3 straight t3 basils with no 5*. That's 8 runs, that's 320 ce. It needs to be fixed. It was a working model when u could do basil invites (which i hated) and when the resell value on recipes was 2/3/3-5k mark up for 3/4/5* recipes, or you could have others craft for you, or buy high lvl items. But given the current climate, basil not have the high level recipes is kinda bogus.

i did four or five t2 Basils with no 4* recipes, and the moment I did one with low cash funds, he had all the recipes I wanted! Crazy. Especially now that popping in late in the run doesn't give you access to recipes, there seems to be no reason why Basil shouldn't always have the max * level possible. Perhaps just the number of them can change, so sometimes it would be one, not always a whole load of them.

Well...

I did once run into a basil with recipe's but all of them had a 0 next to it. probably means someone else already bought it. Idk, but maybe going solo will fix it?

Basil will show 0 stock for

Basil will show 0 stock for all of his recipes if you join the party too late----for example, if you join a friend AT Basil, all his stock will say 0. There used to be scammers selling invites to Basil, so to kill that you now have to run the full half-tier to be able to buy anything.

I've been burned by Basil before...It's all luck. :\
Sometimes there's a lot of good recipes, sometimes there's nothing worthwhile. I think that is an acceptable risk, so I don't really see a need to change it.
