On Steam yes, Sega seems to put it on sale independently of OOO (who only do it rarely for non-Steam members) when they have sales on their own games.

Given that it's just March, it strikes me as quite likely. I don't know what OOO have done in past summer/winter sales but if they have used them for O:CH sales then there's a good chance they will again.
