On Depth 4, he has 1* and 2*
On Depth 4, he has 1* and 2* recipes
On Depth 13, he has 2*, 3* and 4* recipes
On Depth 23, he has 4* and 5* recipes.
Spine Cone is 2*, so its first upgrade is 3*. You'll probably need to drop by Depth 13 (Halfway point of Tier 2) for a chance at it.
From the recipe guy on floor 13 or 23, it's a part of the random rotation of recipes.
