Note: This has probably been brought up before, but I want to hear thoughts.
The Mad bomber set and the Chaos set are nearly identical in bonuses. The only disadvantage the Chaos set has compared to the Mad Bomber is that it has a rather considerable curse penalty, but since when has that been a huge problem? It is used almost anywhere because people can usually dodge the majority of status effects enough that the penalties don't instantly kill them, and the bonuses are enough to clear out enemies before they can have much of a chance to use those status effects. Also, the defense of the Chaos set is fairly high for a glass cannon set.
The Mad Bomber set on the other hand only has its bonuses for bombs. Its penalites are always active, however. Though it does have a certain lack of curse penalty, it is inferior to the Chaos set because it is limited to bombs. It becomes a status penalty-enabled grey feather set when not using bombs.
I would be happy with the two where they are if, say, the Chaos set was hard to get, but it isn't. Both are obtained the same way, the Hall of Heroes. With the Chaos set, you can spam bombs, and have damage bonus VH on your gun. The Mad Bomber set only allows bomb charge reduction and damage to be increased.
So there are two basic things that can be done with the Mad Bomber set: It could recieve an overhaul of what bonuses it gets, or be scrapped. Conversely, the Chaos set could be adjusted as well or instead of changing the Mad Bomber set.
What do you guys think should be done with these two gear sets?

Chaos is OP. Mad Bomber is balanced. That's sorta what we have to work with here.
If we balance mad bomber to Chaos, I'd say reducing status penalties all to low per gear piece or add MSI.
If we balance Chaos to mad bomber (better route IMO), we should change it so that the headpiece for chaos gear grants a damage bonus of "high" with no CTR, and the cloak grants a CTR of "high" with no damage boost. This means you can wear the cloak for CTR and a helmet for other bonuses, and overall makes each piece in the set a specialized item. Together they're still powerful, but alone they have a niche.
If this still sounds off, make it so the helmet has a damage boost of medium and CTR of low, and the cloak have a damage boost of low and CTR of medium. Overall it's a nerf to CTR and damage, however not a super significant amount. Will make mad bomber better for pure bombs, and chaos good but not the best for every class (snarby and skolver will deal more damage with swords, old gunslinger armor will deal more damage with guns).
