There's a little here and there.
There's snow on Mt. Krampus. There are a few wishing wells scattered about the clockworks. There are gremlin steam pipes all over. It even rains in some of the wolver levels. But how much standing water did you expect? The clockworks is underground, with huge gaps between land areas for any rain to drain into.
