The description on it says it increases the speed of melee weapons, when it actually increases the speed of all weapons. The OP is presenting a scenario in which the item's in game effect was reduced to remain consistent with its description.
I mean it would probably be better for balance (at least for right now given how powerful guns have suddenly become), but I actually don't think it's that powerful in the greater scheme of things. On harder content that actually demands attention, having a shield that pushes harder and absorbs more damage is considerably stronger and nicer than needlessly reducing yourself to a glass cannon... and I do mean needlessly- between your armor, trinkets, unique variants and sprite perk, you can easily get +3 asi for swords/guns in the end game if you really really want asi for the end game.
They'd really just be hurting newer 4-5* players that don't have 200 shields for everything the most if they did nerf it-- it both lets them farm early levels that aren't as demanding and learn how to be less shield dependent. If anything, they should buff it to give bomb CTR med as well so that it provides an equal opportunity for bombers, who could really use something like swiftstrike early on.
Those descriptions are notoriously unpolished. See Skolver Coat, which "has been expertly crafted to give your melee attacks blinding speed".
It's actually unnecessary to use swift for max asi, just have your pet and 2 trinks on it, boom.
In my opinion, it should be Swords only, since you buy that recipe at Hall of Heroes, from Echo.
