I've spun hundreds and hundreds of prize wheels in my 240hour+ Spiral Knights history.
And not once have I EVER gotten a lockbox. I'm just kind of curious to see if anybody knows
the literal exact, numerical percent chance you have of rolling a lockbox. Anybody know?

The prize wheel is like any regular prize wheel. Depends on luck, I guess.
I'd say if you buy a lockbox and then open it, you will end up spinning one from the wheel.
This happens to me nearly every time -- maybe because all the accessories I unbox are awful and it's trying to bait me.
I have not seen any reliable data set about prize wheel chances. There is some anecdotal evidence that opening a Lockbox makes you more likely to find another in the near future. If so, then collecting meaningful data would be more difficult.
OOO's changed it a few times. Last year until August you could actually do specific routines in game to ensure a drop. The game would drop more lockboxes if you kept opening more, with none left in inventory. I think it was around 2 lockboxes per 1 drop. You'd basically open 2, then grind vana two or three times, and it'd be likely to drop. They patched it after a bunch of people did this on the 1st of each month last year to get the new lockboxes to resell for 100kcr. It worked to the point we profited. Haven't touched one in ages since though.
Still doesn't beat October 2012's week of iron lockbox drops... Some employee must have hit the "release the lockboxes" button as me and a bunch of others got a dozen in a day or two for no reason.
There was a reason... it was because they counted opening the Hallow Prize boxes as opening lockboxes. But they patched it the next day.
So that is why ... no I didn't play at that time...

Yeah I've unboxed a regal maid headband (iron) and a regal bolted vee (steel)...
Needless to say, I haven't opened anything since.
But it's interesting to see that opening a box apparently does increase one's odds of finding a box, although I knew it was too fishy to spin one after opening one.
I only got it one time.
I can't help you, sorry. But it is not rare though. It is impossible for me to get it though. lol
