From my understanding of game development usually when things are Region-Locked it's because of transactions within the game.
When converting money it can be very finicky, cause issues, and even find exploits involving the transactions. (There's been very common cases with the exploits, people can get things for insanely cheap.)

Sega keeps many of its games
Sega keeps many of its games off the Japan Steam storefront for some reason, in addition, they have quite a few games that are not for sale to anyone anymore.

I doubt that this means they're lifting the region lock and honestly this was somewhat expected for the Asia server.
The game has its charm but isn't anything compared to what most MMOs are and will most likely never be. I loved this game for quite some time and still do but the game was struggling in the Asia server. In fact, if I recall back when it officially launched the Crystal Energy prices (prior to the Battle Sprite update) were almost 58,000 Crowns for 100CE and rising. This is in fact the reason why they added Elevator Passes for Crowns, because no one was buying Crystal Energy in the Asia Server and the economy was seeing issues.
It's a shame to see it go and I do feel bad for those whom are in a tight spot for this game. I do hope that Three Rings works on some form of server for you guys.
