Normal standard like clockworks tunnels is overtaken by swarm.In tier 1 there are not many swarm levels, tier 2 more itd... .In this levels player must fight with swarm infested monsters. (this levels is not like unknown passage)for example swarm infested clocworks tunnels is swarmed tunnels.Like of swam infested monsters is not other in tier 1 and tier 2 ,3.only damage and hp is other.

I don't really get it. Are you asking for a "swarm" enemy theme for levels in tier 3 areas? If so I think probably no since they don't drop anything... However having swarm danger rooms with additional boxes (plus even later strata, such as D28 boxes always no matter what part of tier 3 you're in) would be a good way to bring the swarm into the clockworks.
Sounds good to me
