So far, in every prestige Kat mission I've played, at least one Black Kat has spawned that dropped tokens (not the one at the end of every mission). Is there an increased BK spawn rate in the prestige mission?

not for me
I've had terrible luck finding Black Kats this time. I've been playing a moderate amount and I've seen only one random spawn. So my anecdote contradicts yours. To nail this down, we'd have to collect actual data.

I have some information...
The first Prestige mission I ever did for the BK event (February 2013), I saw one Black Kat. I've seen a few others. I think I saw one on Friday in Purr Terror. Either the event before this one, or the one before that, I found two (I think...) in the arena on the second floor of Purr Terror. The spawnrate is the same, but it feels like less if you don't rush the level.
