The Winmillion is an interesting sword. Even though it can't reach 5 Stars, it's still effective in tier 3. Now the winmillion has two things that make this weapon unique: high movement and the projectile.
The projectile gives the sword higher range and gives the sword more interruptions. The high movement can move the player quickly and brings the player closer to the target.
This combination is useful against slimes, especially those in the compounds. When fighting jelly cubes with a brandish, the final hit can leave the player vulnerable if it misses; but when fighting them with a winmillion, each hit can reach up and hit the slime to interrupt it, knock it away, or both. In the compounds, the combo can hit glop drops with either the long-ranged projectile or the wide, arcing slash; keeping the player safe from touching their spikes.
The sword is also effective at chasing things, as the projectile can knockdown the fleeing enemy and the movement can help chase it.

The sword definitely has interesting mechanics, as you describe. Three Rings should follow up on this idea and make other interesting swords, rather than just many variants of a few ideas.
