I'm trying to set the controls with a PS4 controller and it for some reason isn't working for me I set attack to R1 and defend to L1. dash to R2 and shield bash to L2. These all work fine but for some reason even if I'm not pressing the button it automatically start using shield bash even. Why is this happening? I have that set to L2 but without pressing it my character will use that move every time the shield bar fills up...

I had a problem like that.
It's definitely a bug, and-- maybe we should move this to bug reports? Your character would continue shield bashing when the shield health bar would reach full health again...
I play with mouse and keyboard, and this has happened to me. Even after I'd die in a run while this bug was going, I'd just be stuck shield bashing again on end. The only way my character would stop using shield bash was when I'd make sure to dash normally or leave the run and join again.
I used to set my dash to mouse button 4 and bash to mouse button 3 (had two extra buttons on the side'f my old mouse). When I'd shield with right click then click dash (MB4) while still holding shield, my character would bash instead. 'And then I'd continually shield bash without me pressing any more controls.
My first not-researched-in-any-way theory is that it (the cause of your bashing-bug discovery) has to do with the game's default controls's design using the "Modifier" button to dash/bash and shield with similar buttons. My second crazy and vague theory is that shield bash just got coded all wonky since it's one of the few actions you're allowed to do while holding your shield up.
In addition to Bopp's questions, what did you leave as your "Modifier" button?
With your controls as you described them, what button combinations have you found that make you do the continuous-shield-bash-thing?

There's also a bug where the game fails to register button-up events. So you press a button, and the game thinks that you're holding the button down. This bug causes me to run into a lot of walls.
When this happens, the workaround is to press the button again. When you release the button this time, the game will almost certainly register that the button has gone up.

I don't know this controller, but please clarify: Even if you're not pressing L2, your knight will suddenly start shield-bashing?
Does this sudden shield bash happen at the same time that you press some other button? Maybe you have multiple buttons assigned to shield bash.
Or are you saying that your knight spontaneously shield-bashes, even when your hands aren't on the controller?
