Can't get into tier 3?

This is very very strange.
I checked my progress, the blur bar is filled across: "Grant Access to Tier 3"
I also talked to the guy at the gate, and he said "Congratulations on getting Tier 3".

However when I tried to go past the red barrier, it wouldn't let me?
Lol?

The only thing I noticed that wasn't quite right was, out of the four gates, I had only two white stars on one of them.
The others I only had one, because I've only done tier 2 on one of them. Do I have to do tier 2 on all the gates first?

Talk to the guy by the red

Talk to the guy by the red barrier and finishes the conversation. He's the one that grants you access.

Did you make sure to go

Did you make sure to go through -all- of the dialogue with the NPC? If you closed the dialogue midway through this might be why.

The white stars only tell at

The white stars only tell at which gates you don't have to pay an entrance fee to start at that particular tier. It shouldn't have anything to do with tier access restriction.
