I tried looking Spiral Knights up on Steam, but it's not there...
If I want to get the Spiral Sallet hat, do I have to get Spiral Knights from Steam or can I still get it if I have Steam running and I unlock the Mission Accomplished achievement?

You're probably going to have to sink an afternoon into the game if you want the hat. In short, follow the linear sequences of missions until you get to Haven, and then do a Tier 1 arcade run. It'll take 4 floors before you reach this place, which will award you the achievement you seek.
