Flashing the background through the ground?

So... I'll let you tell me what this is...

It appears as though a mess forms on my screen where the ground disappears and it only shows the background. This is very game breaking... could someone explain this?

I am using a 4k display with an nvidia gtx 960m.

Update

I also noticed some screen tearing from the top left corner of the screen to the bottom right corner. This only happens when i'm moving.

Please help ;c

I was able to fix this by turning off V-Sync
