In layman's terms, SEGA is in the middle of cutting losses on overseas investments that don't meet the quota to be considered as profitable. Very recently, I've seen the last announcements by the Chain Chronicle Global team here :

And, quite frankly, I thought Chain Chronicle had a substantially larger player base than Spiral Knights. It seemed quite successful for its run time, so the halting of its continuation is a surprise.
As for Spiral Knights?
Don't be surprised if the text claiming that "online gaming on the PC and mobile gaming is positioned as a growth area" (not word for word, but roughly the same statement) will turn out wrong for at least the Western users. I don't know if OOO is going to stick around for long at this rate, considering their previous setback with Whirled (which has quietly been unplugged about half a year ago, maybe more?) and the departure of Nick. I mean, I'd be very surprised if SEGA suddenly started funneling a windstorm of funds to revive this subsidiary as part of this "streamlining" it has in mind.
It's probably just the opposite, though. Three Rings, to the best of my knowledge, is nestled in San Fran. SEGA's moving its headquarters down to SoCal (South California, so I'm guessing...LA down to San Diego, which is cheaper in terms of housing than NorCal.), so I'm not sure if OOO will be following or sticking around the area. It'd be wishful thinking to pick up a bunch of new programmers from the area, but if by some miracle someone does get into game design with OOO...yeah, I dunno.
From the die-hard fans I've seen around here, though, I think it's possible to throw into the works a fan-made version of SK somewhere down the line, if Three Rings is up to it. Not so much for Puzzle Pirates, but shout-out to you too, whoever's still playing on the high seas.
So...yeah. Changes are being made, things are up in the air, and apparently the awesome devs that brought you this awesome game are on the Russian roulette board with a bunch of others.
If the announcements come up to ring death knells up to March, you have been warned.
Pretty sure we've been over this before. SEGA Corporation and SEGA Networks LLC are two separate entities, and Three Rings belongs to the latter.
