So I just recently got a blizzbrand and it has two ASIs so I was just wondering if they stack up or add up maybe?

Short version: Bonuses stack up to a +6 or Maximum bonus.
Low = +1
Medium = +2
High = +3
Very High = +4
Ultra = +5
Maximum = +6
So if you have an Attack Speed Increase Medium (+2) Unique Variant on your Blizzbrand, and you equip a Swiftstrike Buckler which grants ASI high (+3), your Blizzbrand will have ASI Ultra (+5). However if you then equip a Vog Cub Coat which grants ASI Med (+2), you will end up with only ASI Maximum (+6), rather than getting a +7 bonus.
"it has two ASIs" what do you mean by this? You can't have two asi UVs on the same item.
If the asi comes from different sources then yes, they stack up to +6 (max)
EDIT: or maybe you mean it has +2 asi? But I'm guessing you are fairly new to the game so I would be surprised if you talked about buffs in numbers instead of saying medium

Uberer-Alt's point is that this is impossible. You must be getting the second ASI from armor (Vog Cub, Fallen, etc.), shield (Swiftstrike Buckler), or a battle sprite perk.
If you provided us with a screenshot of this anomaly it might be made a tad clearer. If it's two of the same uv's on one weapon, congrats; you broke the game.
First of all, what the heck are you doing buying a Blizzbrand of the AH? Or if you crafted it with those UVs, lucky you, but still...
If the ASI's came from different sources then yes they would stack, but if they're both on the same item... eh... probably not, but why do you ask? at the worst your sword is slightly slower, and if that bothers you just go buy swiftstrike.
