Occasionally, when a slag (dunno about any other zombies) jumps on you, they'll latch on and start biting you. Is there any criteria for when this happens, or is it just a random chance?

Random, but can happen without jumping. Just needs to be in range :)

It happens every time they manage to land on you. This is different from when they manage to jump through you; you need to be standing exactly where they're jumping to.
Since players tend to move around a lot, and the jump itself is less common than fire breath/swipe, it's a rare occurence.
