So I was soloing Snarbolax and the first two bell rings were successful but every single one after that he never turned Yellow again. I let myself get hit many times just so that he appeared right next to the bell when I hit it and he still remained Black. Is there a reason why the bell doesn't work on him after two hits? Is this a bug or something? Thanks in advance folks.

Had similar experience a couple days ago. After the second of third bell ring I couldn't catch a break! Is it suppose to get harder to catch him on subsequent rings??!! One ring was so perfect, IMHO, that I took to attacking just to find out he wasn't Yellow!

I've also experienced moments where the bell doesn't work, even when Snarby is right next to it. There's definitely some kind of issue floating around.
I fought him today after having fought him previously a week or so ago, and I had some trouble with the bell, too. I eventually figured out that its range is significantly smaller now. I don't know if that's your problem, though.
I had the same problem yesterday. Sometimes he was right near the bell, and he didn't get stunned. I did eventually manage to beat him, but it was much more of a hassle than it should have been.
I have seen this as well - me standing right next to the bell, Snarby standing right next to me trying to gnaw my face off, and yet hitting the bell had no effect on him...
There appears to be a random "stun timer" involved with using the bell on him - sometimes when it works, he's stunned for maybe 10 seconds, other times the stun affect only lasts a second or two. It may be that sometimes he's being stunned for a duration of 0 seconds, hence no stun.
I just fought this battle again, and I was wrong. I failed to stun him several times when he was right next to the bell, telegraphing his attack.
There used to be such a bug, not long after the release of Snarby, but I've never encountered it since...
If that happens again, try to get some GM support in game.
