It's a rare thing but it's been there for ages. As far as I know any NPC box train can have a chroma in it, however it's not common whatsoever.
Chromalisks are planning to take over Haven by playing dead and letting themselves be shipped as cargo. Ready your piercing weapons!
On a more serious note, I'm not really sure here, but I think I have seen something like this before... I think there was a thread about it too, maybe a year or two ago...
Anywho, the russian sk wiki has an image of the same thing dated 28, May, 2015. So, it may not be all that new.
