I think it would be nice if you could make seperate loadouts for gear and costumes. This way you could first choose a loadout for your helmet, armor, shield, etc and then choose a costume loadout without changing your gear. I know it is easy to just click a couple of times to change your costumes but this would make it easier for people with tons of costume sets.

If you mean making costumes and gear as separate loadout options, definitely not
you can easily just make loadouts with different costumes, such as "(status)(enemy type)(costume)"
With an unlimited ability to make as many loadouts as you want, there's really no need for this
Right now if you have 10 costume sets and 5 loudouts for gear then you will have to make 50 loudouts which is not really flexible.

It's very inconvenient to have your entire loadout swapped when you just want a cosmetic change. They just need a toggle equipment filter on all the loadouts so you can either choose just the costume or the full armor equip change as well.

I now understand what is the issue now.
This does not really apply to me since I don't really fiddle with costumes excessively (I only have three), but I do acknowledge people would want different costumes at different times in different situations.
Perhaps what we need is what Zi-Ro suggested: a different loadout type.
I think what Zi-Ro is talking about is another classification of a Loadout; we have PvE and PvP, so why not one labeled... uh... 'Cos.'? Costume? There might be translation issues with Deutch, Spanish, and French, but a Costume-type Loadout only changes Costumes and not actual gear (including Shields). It focuses solely on Costumes. To further give it importance, changing Weapon Loadouts no longer changes Costume, requiring Costume Loadouts to make quick wardrobe changes instead. Costume Loadouts will be disabled in Lockdown, like PvE Loadouts. Costume Loadouts should be colored Green to distinguish it from PvE/PvP.

It would be nice if we could have expandable tabs for sorting loadouts too. Only reason I don't play lockdown below tier 3 is because I have to disable the good 20 or more PvP loadouts I have, and then re-enable them all after I finish... They're in the sea of costumes and PvE loadouts too, making ones I don't label with a PvP in front hard to spot. I'm thinking something like arsenal tabs that we can name with one default tab being "< unmarked >".

Is clicking 4-6 less times to correct your costume all that important?
I may have found it a little annoying to switch from Vog to Ash Tail and then use the Vog as a costume but it's no biggie.
When you have a large handful of costumes, and a large assortment of loadouts, then you'll run into a problem. I have a pretty large amount of costumes I've made up, but rarely wear any of them because I have one costume on a loadout I use as a baseline, so I'm almost always wearing that one.
Even if we don't get a new costume loadout behavior, I'd love to be able to sort them easier with tabs like sword, gun, token, mineral, etc have in the arsenal.
... By utilizing current game methods, couldn't you just create a loadout only using Costumes and random equipment? I mean, Loadouts are easily changed into via Loadouts as long as you're in Haven.
Are you suggesting allow Costumes to be changed anytime, even if equipment cannot?
