I can't help but notice I have been encountering them way more frequently on earlier events.
Has the spawn rate been lowered? And if yes, may I ask why?
Man I was finally hoping to get a book after 3 events of grinding, if they lowered the spawn rate I'll never get one.. sigh..

Have you been recording any data? For example, how many kats (total) you spawn, how many you kill, how many black kats you spawn, how many you kill (presumably all of them)? That would be great.
Although it is anecdotal, I've noticed a change in the level pattern generation which may influence BK spawns. I observed in a previous event that only specific Kats that do spawn have a chance of becoming a Black Kat (as noted by ~2k Kats without a BK in a scarlet fortress levels).
Arcade spawn rates seem fairly normal. That being said, I can't speak on Candlestick Keeps. Undead themed clockwork tunnels appears unchanged.
