I think its not very fair for us to be able to craft non-black kat masks without whiskers but to craft the suits that go with them need whiskers

I would rather use less whiskers for the other suits when it's quite obvious Black Kat Raiment outclasses the rest.
Either that, or have a buff in the other armors, or both. As far as I know, the other raiments are for style points and bragging rights.
There's armors that you can get the recipes from Hall of Heroes that are on par or outclass them.
Removing the whisker requirement would go a long way in making them appealing.
