Was just looking at my recipes and I noticed that the Heavy Deconstructor recipe doesn't require the Deconstructor to be level 5+. I haven't made the item since before forge update so I have no idea whether this is just written in wrong or if the Deconstructor actually doesn't have to be leveled.

Confirming. I don't seem to recall this being the case when making the other one in the screenshot.
