Broken health boosts on armor

I'm not sure if this should be posted here, but I found something that I thought wasn't right.
For whatever reason, I'm not getting the right health boost from my armor.
The wiki says the Ash Tail Cap has a +3 health boost, but it's only giving me +1.
What is wrong?
I'm not sure how to post links to the screenshots I have.

You get first pip at 5lvl and
You get first pip at 5lvl and second at 10lvl.

Wiki says level 1+: Health
Wiki says level 1+: Health bonus +3, level 5+: Health bonus +4

Never mind, I found the
Never mind, I found the problem.
Level up it to get full boost.
