It takes them some time to review the complains, because I believe there are a lot of them. I think they check the chat at the particular time that you filed the complain for proof, and that can take some time.
As for the underage players, that's nothing new, there have been dozens since the game began. I myself have around three 9 year old friends.

It heavily depends. If an underage player admits to being underage, that is pretty much the only time action can be taken against them. Otherwise, the player has not done anything that can be proven that they are breaking a rule simply by playing the game.
To be fair, underage players are not a bad thing for this game as long as they don't do "those things". I'm sure all of you know what I mean by that, because we've all been that age before. So long as they are just as fun and reasonable as another player then there's not really a reason to take action against them.
Thus, if you come across a player mentioning they aren't of age but are still being pleasant, game masters may overlook it. The "you have to be 13 or older" rule is more for legal purposes, from what I remember.

Not so old sport. How do we know they aren't lying? I'd say the only way to know for sure is by having a game master see them log in after verifying their age via birth certificate and passport.
No but the game masters do.
