Why are some of the damages ranges like 34-21 instead of 21-34?
I mean those two are pretty much the same thing but people are usually used to Min-Max.

The data in the wiki represents not a range of numbers that *can* appear but the specific number that *does* appear at the first depth of a stratum and the very last depth of a stratum.
In the same depth, you will always have the very same number against the very same enemy if you use the same weapon (unless buffs or debuffs get in work, but this aside, the number stays always the same)
So if you see a 34-21 in that stratum 3 field, then it means this weapon deals 34 damage in depth 9 (the first depth in stratum 3) and it deals 21 damage in depth 12 (the last depth of stratum 3).
If you would just switch these numbers around to 21-34 in stratum 3, then it would mean that you deal 21 damage in depth 9 and 34 damage in depth 12.

Please offer a specific example.
Ultimately, the damage numbers are set by the game designers, who can set them anyway they want. In some cases they work counter-intuitively, in that stratum penalties outweigh star rewards. As I recall, 3- and 4-star Calibur-line swords have something funky in this regard.
