The only differences among the haze-style bombs are the statuses they inflict. So let's be clear about what shock does:
* On defense it interrupts monsters, both in movement and attack. It's not quite as good as freeze in this regard, because it's less predictable.
* On offense it causes damage. The damage per tick is usually less than for fire. But shock ticks damage nearby monsters. When the monsters are in a tight clump, shock can out-damage fire, I think.
Freeze and stun do only defense. Stun does defense very effectively --- I actually feel sorry for the monsters when a party member is using Stagger Storm on them. Freeze is both good and bad. The bad is that freeze stops kiting, knockback, shield-bumping, etc. I find that expert players use Shivermist Buster almost never.
So, to answer your question: My view is that Voltaic Tempest is a very nice haze-style bomb for PvE. It's much better than Shivermist Buster, and at least as good as Stagger Storm, because of the damage.
