A shield's defensive capabilities are only work when the shield is up - it is an active defense rather than a passive defense. So which shield to use depends on what you need to shield against. The owlite series is very popular since it has Elemental defense and Fire/Shock - two nasty statuses. Useful for FSC due to the fire and the elemental helps with arenas full of gun puppies/mecha knights.
