Short sweet and to the point: If my account IS NOT bound to my steam account can i still purchase energy using steam, or does the account HAVE to be bound to steam to buy energy using the steam wallet, THANK YOU!

Or you could have a Steam account and a non-Steam account, buy energy on the Steam account, and trade it to the other account?
Steam purchases are available only with steam account. If you want to use steam for payments, you have to convert your account to steam.
