I have a question about crown of fallen - what damage penalty ability means?

it means you will do less damage to fiends.

Abilities like this are explained at the wiki page Abilities. In the case of Fallen, the damage bonus is -2, compared to a +2 damage bonus on Skolver armor, for example.
