You know that hit that does one damage? Apply a low but high chance status to it.
Neutralizer would get freeze because that'd be the "best" thing, biohazard would get poison because it already does that. They'd be like the haze bombs of handguns, but would still have the charge mechanic backing them up for serious damage.

I'm a bit confused? You mean a Good Chance to Inflict Minor Poison or the other way around?
As for Neutralizer, we should probably stay away from giving it a status as its raw damage would be nerfed to Biohazard's level. Plus Freeze would be scary.
Perhaps instead we just give normal attacks a bit more damage than a piece of dust getting in their eyes. Perhaps scratch-level damage? 1/10 of Charge's Raw Damage?
