I haven't played lockdown yet due to just entering t3 so I may be biased. Newbie mode would be like hardcore mode so it's a temporary event. In it, UVs and trinkets are temporarily disabled. It would mainly exist to help newer players get into lockdown while keeping the "pissed off players" rating to a minimum.

I dig an idea for a "tournament" mode for lockdown in which UVs, trinkets, and auto-target are all disabled. It's just you and your gear against others and their gear. While it wouldn't be the best for newcomers since auto target is disabled, it does even the playing field tremendously.
Honestly, I feel like a better form of "newcomer mode" would be one where all trinket slots are disabled, but all players have +12 vitapods (tier 3). Makes fights more forgiving and allows players to learn how to approach fights rather than dying so fast they don't learn anything.

you can still do t2 lockdown if you want. Just make sure all your gear and loadouts are t2.
