As of now they only look cool, but as with all stuff that looks cool there are some downsides, for example these shields lower movement speed while having medium amounts of defence.
My suggestion is eiter removing the speed debuff or adding more defence or health to them. Cause that bash is mostly used to destroy boxes.

I feel like the shield bash
I feel like the shield bash on it's own gives the tortos more worth if you know how to use it against enemies. it does more than normal Shield Bash after all.
Although Omegaward(elemental 5*) and Savage Tortoise(pierce 5*) offer unique protection from other shields, Gorgomega only differs from Dread skelly by switching poison for stun resist and Grand Tortoise is literally the exact same as Ancient Shield which you get FOR FREE but with a speed debuff lol. I agree something should be done with this.

I would personally like to see grand tortoise given the extra health.. but the other shields are all actually "best" somewhere spectacular, and while the extra health would be nice it isn't truly necessary for them to get it.
Gorgomega = Heart of Ice + Legion of Almire = 2/4 danger missions!
Omegaward = Grinchlin = Possibly the hardest content to date?
Savage Tortoise = Dreams and Nightmares = best shield for farming rads
This makes them THE go to end-game shields.. except for the normal one, which just sucks.

Grand Tortoise
One thing that I would like to see in the Grand Tortoise shield is a health boost, similar to the Ancient Plate Helm/Mail and Scarlet Shield. I mean, it wouldn't entirely increase it's usefulness above other shields, but still. The Grand Tortoise could do with like.. 6+ Health Boost?

Make movement speed debuff active?
I think that movement speed reduction should only activate when your shield is up.
i would have said something about torto guns but i dunno what to suggest without making them too powerfull
