I bet there is an existing suggestion thread for this, but I checked the first 30 pages of Suggestions posts and couldn't find it.
Kat Hiss, Claw, and Eye sets are well balanced and specialized pieces of gear. They are not OP like the Black Kat set.
But Whiskers are really hard to come by. The only real way to get them is to pay 4kE for a run or to hunt nonstop for ~4-5 Kataclysms.
Anyone putting in that much effort isn't going to bother making these armors. They're going to make a BKR.
This requirement doesn't create a new long-term goal for post endgame players. All the Whisker requirement does is prevent average players from crafting what would otherwise be useful, balanced sets. Sets that would otherwise help them explore and enjoy the game. Sets that would perhaps lead them to consider play styles and weapons they would not consider

Well it's a lot of different ideas, but in terms of sorting out the black kat event in general I have this long-standing thread that I like to bring up every time black kats come back.
But I agree with you, and I've made all the armor sets. They're balanced as is and so seeing them without that restriction allows more players to have full sets (and have access to a full shadow resist demo set).
