USA

Since you're including players who quit, i'm assuming you mean top 10 of all time? IF that's the case then in no particular order i'd refine it.
I've been playing on US server for 6 years so i've seen a lot of people come and go.
USA
1. Dranzerex (In >Modern Day< one of the top 3 Biggest Threats, i've seen him progress over the time i've played. He's like me in that sense)
2. Tubist (In >Modern Day< one of the Top 3 biggest threats, even if he's EU Origin, lots of footage to back it too)
3. Mini (In >Modern Day< one of the top 3 biggest threats, lots of footage to back that)
4. Thrillhaus (In his prime he was a beast)
5. Jumazo (In his prime he was pretty good) (I did an official shoot to start 3v1 with him, i killed the 2 others and brought him down to 1 hit, on tape)
6. Bacon-Strip (In his prime he was pretty good)
7. Skybrandon (He wasn't bad, but the fact he used arrow keys i think that his irregular playstyle was respectable, and noob players were fazed by it)
8. Hydrohaze (Back when he played he was rivaling everyone mentioned)
9. Bubbly-Kush (She's pretty good with a toothpick and guns, all around performance averages in the higher end imo)
10. Tmdals (Back in the day i think he would be in the top 5, though modern day after his break he falls in the above average category)
I'm not an EU player but if i were to mention players:
1. Tempas (I think he has footage to back that, but i know who he is regardless)
2. Norespekt (I forgot about him til you mentioned but yeah if you count his prime, he'd be in the top 5 somewhere on EU)
3. Dutch-Oven (Footage to back that, great gunner with good prediction skills, handles himself well on USA server so EU he must be a big threat)
4. Theirillusion (Footage to back that, back in the day he beat me by 1 in a series of 1v1s so he inarguably deserves a spot on the list, especially if you watch his playstyle you can tell it's more thought than just switch spamming like a lot of these tryhards)
5. Talsam (I play with this guy on a regular basis, When he comes to US he does decently but his playstyle itself you can tell he is experienced so i give him a spot in the top 5 cuz i'd expect him to be much better on eu)
6. Vokster - a couple years ago i think he'd be top 10? Idk i don't play EU but i've seen his videos and he seemed alright. A lot of his kills were shock induced and i don't see any 1v1's all i see is 1 video of him hitting 35k. So i can't give a fair opinion on that but if you hit 35k without AT then i'm sure there was skill behind that even if you got a lot of status.
Everyone else you listed i'd just consider a worthy mention but not really podium level. I can't find any footage of them besides zainj, and when i played against them they never stood out at all. And i played against every single one.
But again when i played them it was on US server so maybe they were hindered by ping? Idk. But the top 5 i listed are the ones that stand out the most on EU due to their ability to keep their same level of gameplay on US server by adapting to ping and applying predictions accordingly. Which is what i feel sets players apart, their ability to analyze and counter opponents playstyles via predicting their movements and fighting accordingly.
