I believe it should be enough to right-click the Spiral Spy, highlight something like "Open in program..." and choose Java. I'm using Windows XP in my native language so there are likely to be some differences, but this should give you a clue on what you are supposed to do. It should work, if you placed the file in the correct place and, of course, have Java installed on your computer (what you most likely have).
