So what am I limited from if I buy a guild hall but don't purchase any size upgrades and all that stuff to keep my upkeep at the lowest?
Am I still able to place decorations or change the hall theme? Am I not able to get NPCs/shops and stuff if i do so?
Do any of those things increase upkeep even if i don't expand the guild hall?

You can place furniture but you won't be able to purchase NPCs and stuff, I think the wiki has information on the amount of wing upgrades you need for each NPC/shop

See Guild Hall and the articles to which it links, especially those about expansions and rooms. From there you can learn about expansions and rooms. For example, you will learn that you can't put an alchemy machine in your guild hall until you've purchased a first floor expansion. I hope that this helps.

(By the way, don't start your own guild. There are already too many guilds. Just join a guild already in progress.)
