Although this probably isn't the best idea and too costly, just for the fun of it.
Would it be possible to just stack a whole bunch of Bomb/overall CTR charge (chaos/other bomber suits + 2 bomb CTR trninkets) to get that Very High CTR Decreased to a VH Increase? or would it just stup at medium?
That'd sure be a pain to play with though but I doubt anyone would actually go for running it.

Low = -/+1
Medium = -/+2
High
Low = -/+1
Medium = -/+2
High = -/+ 3
Very High = -/+ 4
Ultra = -/+ 5
Maximum = -/+ 6
So, if you can stack a Very High Variant (+4) on top of CTR Med (+2) that you're given when you reach level 10 heat, you'll have Maximum (+6).
Chaos set can give you CTR med (+2) per piece for a total of CTR Very High (+4).
If you stacked Chaos set (+4) on top of level 10 bomb (+2), you'll reach Maximum (+6).
If you stack a Very High UV (+4) on the above circumstances, you'll reach (+10) which surpasses the Maximum CTR (+6)
I believe Striker class gives you CTR decrease VH on bombs which is (-4).
So (-4) + (+10) = CTR Maximum (+6)
Conclusion:
Wearing Chaos set in Lockdown with CTR Very High (+4) unique variant, and level 10 bomb, will give you Maximum CTR reduction. (+6)

I've got two CTR high bombs and can confirm that striker bombing is the most fun you can have in Lockdown.

Pretty fun but hard
If you have bombs without any UV's using Chaos (if you have sidearms) / Mad Bomber (more damage) / Volcanic Demo (fire protection) / Starlit Demo (protection against piercing swords and Torpor Tantrum) + 2 elite bomb focus modules will give you CTR max as striker with fully heated bombs (not recommended as you'll have very low HP).
If you have bombs with medium or high CTR UV's you can exchange one of the elite bomb focus modules for a penta heart pendant for extra HP or an elite boom module (not recommended) for increased damage (if you use chaos or mad bomber it will be maxed).
If you have bombs with very high CTR UV's you can equip 2 penta heart pendants for extra HP or a penta heart pendant + elite boom module for increased damage (if you use chaos or mad bomber it will be maxed) or 2 elite boom modules (not recommended) if you use volcanic demo or starlit demo for very high damage increase you can also equip Black Kat (max damage + MSI) / Mercurial Demo (shock protection + MSI + medium damage increase) / Bombastic Demo (very high damage increase) / Ancient Plate (more HP) / Mercurial (piercing and shock protection + MSI) / legit any armor set + 2 elite bomb focus modules.
I just got into striker bombing today and I don't have any UV's on my bombs so I use Mad Bomber set with 2 elite bomb focus modules and 4 fully heated bombs, this gives me max CTR and very high damage bonus but I have so little health I die in 2-3 Blaster shots (depending on damage type) or 1-2 sealed sword hits (depending on damage type) so if you're going with no HP trinkets watch out.

I tried for some time and I can say it's pretty effective at capping but it's harder to dodge with compared to recon (or maybe it's just cause I got 2 bars of connection).
My loadout is:
Helm: Mad Bomber Helm
Armor: Mad Bomber Suit
Trinket 1: Elite Bomb Focus Module
Trinket 2: Elite Bomb Focus Module
Weapon 1: Dark Briar Barrage
Weapon 2: Nitronome
Weapon 3: Electron Vortex
Weapon 4: Obsidian Crusher
I still find recon superior but striker bombing is more fun.
OH i've forgotten the fact we can get ctr on our bombs and UVs, whoops...
