Naming and shaming is
Naming and shaming is considered a violation of the Forum Guidelines. If you have an issue with a trade, you'll need to file a complaint at the time. Please remember to never make any trade unless you are getting what you agreed to in the SAME window that you are giving your item/currency.

While naming and shaming is looked down upon both in-game and out of game, it is much harder to enforce in-game since the only proper way to enforce such a thing is via the report/complaint system. So long as no one reports you for doing it in-game, you won't be hit by a ban/warning.
As far as I can tell, so long as intent is not malicious in-game (ie, if you got scammed, warning other people about said person when you learn that they've scammed more than just you) then it's more likely to be overlooked, but if you're trying to ruin someone's fun in the game because you don't like them that's just not cool.
You can't do it in the forums, support is the only way to accuse by name.
