i'm seeing people selling 4 star equips in the town square but to get an equip to 4star you need to level it
but once you use it it bound to you so how do you sell it.... i'm confused???
how is it possible?!

I have found several 4* items in treasure boxes throughout the Clockworks in my delves. They are fairly rare, other than Heart trinkets found items come unbound so they are a real windfall if you find one.
It wasn't before a recent patch, so...
