Has anyone noticed this weird thing in Firestorm Citadel where the Trojans in Smoldering Steps spawn like halfway across the room from where they should be? This happens to the fire pups too sometimes (construct family, the ashtails i expect to spawn randomly-placed because they aren't sentries)

No, that doesn't happen with pickups, it happens due to knights' bodies taking up the space.
Never happened to me personally (or maybe I've never noticed), but if that was the case that'd've happened a whole lot more than it does to me. For me as long as me and my teammates aren't standing on the spawn points they'll spawn pretty normally.
Happens to me all the time. If you have dropped loot on the ground, enemies spawns shift a bit. Although if you have WAAAY too much loot on the ground, the enemies will spawn where they normally would anyways. Only time I see this happen is that one room in FSC with like 7 waves of 5 zombies spawning in that shooting gallery.

@Traevelliath I noticed that about the shooting gallery too, it always comes as a relief to have mobs spawn in a quick-to-deal-with pattern again when someone decides to spend the whole fight away from the action.
As others said they will spawn offset due to player positions and all player's loot instances. In order to avoid this, you'll want to lure enemies away from trojan spawn areas before killing them. You'll know an experienced player is on your team when they keep pushing monsters away from these spawn points, leave the first two trojan statues untouched to avoid loot spilling everywhere, etc. This is especially helpful since you can double kill trojans that spawn next to each other so long as they spawn right next to each other.
Loot and players shift the spawn positions, untill enough loot has dropped to overlap the spread. I use this to my advantage in my ehh.. grind.
Its because of the player's position changing the location of where enemies spawn so they dont collide and the player possibly get stuck.
I once had this happen on that room of Charred Court with these orbiting projectiles spinning around a switch, and it made one of the slags spawn across the room so i got stuck.
If there are any pickups (anything from hearts to vials to materials) in the general area they normally try to spawn in, they usually try to find some other place to spawn or at least be offset slightly. It happens with any players' pickups, so even if you see nothing in the way it may still occur when playing with others.
Lil' edit: This happens with all monsters IIRC. Try keeping any area clean that you know a group spawns in, and they should spawn the same way every time.
