Well there's costume slots, but those don't do anything.
But most of the time, when someone says Chaos + Seerus, they're referring to what Fehzor is saying: Perfect Mask of Seerus + Chaos Cloak.

And now I'm thinking...

Slow down there Salvador Dali! When people say to combine they don't mean to literally merge two helmets into one. As awesome as that would be, they mean to equip both Chaos Cloak and Perfect Mask of Seerus at the same time, so as to cover the weaknesses of chaos while getting the grand stats of both.
