I have three questions..
When will we see more missions being added?
Why don't the people at Grey Haven allow the community to help with the designing/programming of the game?
There are some people who are willing to work for free to help make the game great again so why not invite them to help?
Upcoming Content Update?
More missions are probably either not coming or are going to be very far along the road.
People have been asking for literally years to be volunteers in content creation for the game but have been turned down at every attempt.
Number changes seem to never happen for weapons nowadays despite changes such as bombs getting 15% damage increases back in the day.
(easy example is the fact that neutralizer still hasn't had its one damage value changed in the last 8 months)
I think the player milking theory is probably right; the amount of transparency GH has towards even their most dedicated players is 0 and will probably remain as such.
Expecting updates is unrealistic though as Grey Havens is doing a good job at keeping spiral knights servers up; if not for them this game would have just died back when sega yeeted it, I guess.

I suspect the reason is: That would be more trouble than it's worth. I mean, if Grey Havens allows users to submit content, then it still has to carefully test and deploy that content. And most of the content won't be worth the time spent. Most of it will be junk.
So, if Grey Havens is going to let users contribute, there has to be a robust system in place. There has to be a user-friendly level editor that enforces policies regarding payouts per minute, solvable puzzles, etc. There has to be a community moderating system, in which players can try each others' levels (maybe for payout) and rate them up or down. Then Grey Havens can take the levels that rise to the top, inspect them, edit them, and deploy them.
And you can quickly think of ways to abuse this system too. Getting it right is hard.
SK doesn't have any more developers left.
The last one, Ray Greenwell had on his site before he was the sole developer on SK but according to his LinkedIn he left Grey Havens in August 2019. (He's currently been working on some other game with other GH devs)
I think there are still some on Puzzle Pirates but I'm not sure.
I don't know why they won't look for more developers. Perhaps they don't care or are content with the game as it is.
They likely want to milk the game for as much as possible and have given up on SK. They should just let it die with whatever dignity they have left. Then perhaps there can be a community revival. Where the developers actually care.

Alright I know there is almost 0 chance that this is correct and it is 100% just wishful thinking, but maybe the "new project" that the last dev for SK is working on is some sort of Spiral Knights 2. They aren't updating the current spiral knights game because they are making an entirely new one. Wouldn't that be funny if it were true.
When will we see more missions being added?
Probably never, the last mission is sort of an end for SK as we know it, sleeper is fighting off the swarm and we are there to defend it until, I don't know? The heat death of the universe? Yeah, there really isn't much to do unless we are going to take on King Tinkinzar or other members of the Crimson order who have a bone to pick with us.

I actually don't know how to answer this one since GH is on radio silence, but I have a few theories.
-GH is paranoid to the point that they won't let people touch their game lest they ruin the non-existent balance.
-GH is so self righteous that they believe that their game is flawless and hence they are above criticisms and don't need to improve the game any further.
-GH has given up on SK and is now simply trying to milk out as much money as they can from it, player contributions be damned.
-GH is so incompetent at coding to the point that letting the players change one line of code would instantly brick the entire server.
