I can find a similar one on the Wiki but the top is cut off (no higher resolution available).
Is there any way I can get my hands on a transparent GIF of the Triglav sword?

The GIF isn't transparent. If you look very carefully, you can see the background is a slightly different shade of blue.
You can download the GIF from the page you linked by clicking on the GIF and then clicking on the "Смотреть изображение в полном размере" ("See full size image") to the right of "Triglav.gif" in the upper left corner. Alternatively, you can use Google Translate: paste the link in the first text box (as if you wanted to translate the link itself), then click on the "translated" link and you can browse the wiki with Google translating everything for you. The image on the official wiki seems to be taken from Triglav's in-game tooltip where it's also cut off. So the animation on the russian wiki was likely created using Spiral Spy or something similar.
I don't know where can you get transparent GIFs of SK weapons.
Sorry, I don't know. Maybe they used Spiral Spy to capture it? Maybe they painstakingly edited the image by hand?
